(AP) — Cleveland-Cliffs announced Thursday that it is shutting down a northern West Virginia tin production facility indefinitely and plans to lay off 900 workers after the International Trade Commission voted against imposing tariffs on tin imports. The trade commission also voted to stop a duty investigation into tin products shipped from South Korea. Cleveland-Cliffs said it will offer either severance packages or opportunities for workers in Weirton to be relocated to its other facilities. The trade commission ruling was shocking and made it “impossible for us to viably produce tinplate.”Goncalves added that the trade commission’s decision “is a travesty for America, middle-class jobs, and our critical food supply chains. Cleveland-Cliffs' tin facility in Weirton was once a nearly 800-acre property operated by Weirton Steel, which employed 6,100 workers in 1994 and filed for bankruptcy protection in 2003.International Steel Group bought Weirton Steel in federal bankruptcy court in 2003.

Paris 2024 is hoping to sell 10 million tickets for the July 26-Aug. 11 Summer Games and has already sold 7.2 million, chief operating officer Michael Aloisio said. "I don't think any other organising committee had sold that many tickets so fast," Aloisio told reporters. Paris 2024 has come under fire for the prices of some tickets but said on Wednesday that a third of the newly issued tickets would be "under 50 euros" across all disciplines apart from surfing. Organisers are also looking to sell 2.8 million tickets for the Paralympics and said they would give details on the progress at the end of the year.

CNN —At least 45 coal miners were killed in a fire sparked by a methane gas explosion at a mine in Kazakhstan, authorities in the country said on Sunday. In a statement, the Ministry for Emergency Situations said the blast sparked a blaze early on Saturday at the Kostenko mine in the Karaganda region, state-owned Kazinform news agency reported. More than 200 people were evacuated from the mine to safety and search efforts are ongoing for one missing miner, the ministry said. The mine is owned by Luxembourg-based ArcelorMittal, the world’s largest producer of steel, and run by its local representative ArcelorMittal Temirtau, which operates multiple coal and iron ore mines across Kazakhstan. The multi-billion dollar mining sector accounted for an estimated 17% of GDP in mineral-rich Kazakhstan in 2021, according to the US International Trade Administration.

ALMATY, Oct 28 (Reuters) - At least 21 people have died in a mine fire in Kazakhstan, ArcelorMittal Temirtau (MT.LU), the local unit of the Luxembourg-based steelmaker which operates the mine, said on Saturday. Of the 252 people at the Kostenko mine, 208 had been evacuated, with 18 seeking medical help, the company said in a statement. Kazakh President Kassym-Jomart Tokayev, who expressed condolences to victims' families, ordered his cabinet to stop investment cooperation with ArcelorMittal Temirtau. The government said in a statement that it was finalising a deal to nationalise the company, which operates the country's biggest steel mill. Last month First Deputy Prime Minister Roman Sklyar told reporters that Kazakhstan was in talks with potential investors who could take over the mill.

The need for conversion to low-carbon steel production is greater in Europe, where 57% of steel is produced in coal-fired blast furnaces. Swedish-based startup H2 Green Steel has signed deals to supply low-carbon steel to IKEA, Mercedes-Benz , BMW and Scania. Customers of H2 Green Steel have been willing to support the project based on their own green targets and their end-customers’ willingness to pay a green premium, he said. H2 Green Steel said it would charge a €150 premium, while Swedish steelmaker SSAB expects to charge double that. Research from the Rocky Mountain Institute suggests the IRA will encourage green steel investments that would, by 2030, produce about eight million tons of low-carbon steel, or nearly 10% of U.S. steel demand.

NEW YORK (Reuters) -U.S. Steel Corp is locked in a spat with rival steelmaker Cleveland-Cliffs Inc over a confidentiality pact that would allow the latter to participate in a sale process that is underway, people familiar with the matter said on Wednesday. U.S. Steel has made the standstill a condition to allowing Cliffs to carry out due diligence and participate in its sale process, the sources added. It has also told Cliffs that all bidders are being granted access to its sale process on the same terms, according to the sources. Reuters has reported that ArcelorMittal is one of the parties that has been working on a potential bid for U.S. Steel. Cliffs would break into the world’s top 10 steel producers, which are mostly from Asia, should its bid for U.S. Steel succeed.

The union said that "over the years, Cliffs has shown itself to be an outstanding employer to all of its workers." U.S. Steel, which rejected Cliffs' $7.8 billion cash-and-stock offer as inadequate, has said it is exploring "multiple unsolicited proposals". In a regulatory filing, U.S. Steel said its agreement with the union gives it the right to counter with its own acquisition offer for assets covered under their bargaining agreement. If the union does not make an offer its board deems superior, U.S. Steel can sell itself to the bidder of its choosing.

These two companies' offers both value U.S. steel at 6.2 times its 2024 EBITDA, according to RBC Capital Markets analysts. Unlike blast furnaces, EAFs do not have to be operated at constant rates, allowing them to adjust to fluctuations in steel demand. EAFs also release much less carbon dioxide than blast furnaces, reducing climate-warming emissions.

ArcelorMittal is discussing a possible offer with its investment bankers, and there is no certainty that it will press ahead with it, the sources said. Representatives for ArcelorMittal and U.S. Steel did not immediately respond to requests for comment. ArcelorMittal's deliberations come after U.S. Steel said on Sunday it had launched a process to explore interest from potential acquirers. The United Steelworkers union supports Cleveland-Cliffs' bid, however U.S. Steel has rebuffed it as "unreasonable".
